Development of New Modality Municipal Public Transportation for Guangzhou—Group Rapid Transit System

摘要： As one of the primary business centers of China, Guangzhou has been undergoing rapid growth and expansion. Over the past decade, the Guangzhou Municipality Government has significantly upgraded its transport infrastructure, especially with the highly beneficial expansion of its Subway Mass Rapid Transit (MRT) system. Positive steps have also been taken to continue planning the construction of new roads, a Bus Rapid Transit (BRT) system and other transportation facilities. Further administrative and regulatory measures have also been implemented to control the situation, such as the banning of motorcycles from the central city area and the limitation of new automobile registrations. However, Guangzhou continues to face serious challenges of traffic congestion in and around the city center owing to further intensification of its population with economic growth. The need to ease Guangzhou’s stretched public transportation resources, and at the same time to support the realization of its “Eastward Advance” strategy, presents a unique challenge and opportunity to develop an advanced high-efficiency public transportation modality for Guangzhou, viz. the Group Rapid Transit (GRT) involving the use of automation-guided (driverless) smart-vehicles. This paper outlines the PRT/GRT (PRT: Personal Rapid Transit) smart-vehicle modality and also puts forth a proposal of Guangzhou’s first GRT route as the city’s first dedicated transportation link to the scenic landscape of the Eastern Tourism Zone. This GRT route will help in diffusing the city’s traffic congestion as well as support the effectuation of Guangzhou’s “Eastern Expansion” strategy, supplementing the ongoing expansion of the Guangzhou Municipality’s subway MRT networks.

Enhancing the terrain adaptability of a multirobot cooperative transportation system via novel connectors

摘要： Given limited terrain adaptability, most existing multirobot cooperative transportation systems (MRCTSs) mainly work on flat pavements, restricting their outdoor applications. The connectors’ finite deformation capability and the control strategies’ limitations are primarily responsible for this phenomenon. This study proposes a novel MRCTS based on tracked mobile robots (TMRs) to improve terrain adaptability and expand the application scenarios of MRCTSs. In structure design, we develop a novel 6-degree-of-freedom passive adaptive connector to link multiple TMRs and the transported object (the communal payload). In addition, the connector is set with sensors to measure the position and orientation of the robot with respect to the object for feedback control. In the control strategy, we present a virtual leader–physical follower collaborative paradigm. The leader robot is imaginary to describe the movement of the entire system and manage the follower robots. All the TMRs in the system act as follower robots to transport the object cooperatively. Having divided the whole control structure into the leader robot level and the follower robot level, we convert the motion control of the two kinds of robots to trajectory tracking control problems and propose a novel double closed-loop kinematics control framework. Furthermore, a control law satisfying saturation constraints is derived to ensure transportation stability. An adaptive control algorithm processes the wheelbase uncertainty of the TMR. Finally, we develop a prototype of the TMR-based MRCTS for experiments. In the trajectory tracking experiment, the developed MRCTS with the proposed control scheme can converge to the reference trajectory in the presence of initial tracking errors in a finite time. In the outdoor experiment, the proposed MRCTS consisting of four TMRs can successfully transport a payload weighing 60 kg on an uneven road with the single TMR’s maximum load limited to 15 kg. The experimental results demonstrate the effectiveness of the structural design and control strategies of the TMR-based MRCTS.

城市虚拟交通系统与交通发展决策支持模式研究

摘要：

本土化的城市虚拟交通系统与交通发展决策支持模式，在解决由快速城镇化引发且趋于严重的城市交通问题、克服现阶段智能交通系统存在的瓶颈方面具有重要意义。本研究依托大数据、互联网等信息技术，建立了由基础数据库、分析模型库、软件模块库、备选预案库组成的城市虚拟交通系统，涵盖其理论框架、系统功能、技术体系，据此提出覆盖城市土地开发、交通设施建设、交通运行管控、公共交通运营、交通政策制定等应用场景的交通发展决策支持模式。以重庆市为例，阐述了城市虚拟交通系统构建过程，完成重庆市新型冠状病毒肺炎疫情期间居民出行、车辆通行错峰方案的政府决策论证。结果表明，基于城市虚拟交通系统的交通发展决策支持模式在实际交通方案论证过程中具有及时性和有效性。研究建议，未来我国城市交通规划管理可注重城市虚拟交通系统的建设和运用，及时纳入新型信息技术成果以优化应用效果。

Connecting Information to Promote Public Health

摘要： With the development of information technology in the past 12 years, China has established the specialized or vertical web-based information systems for data collection of disease and related risk factor. These information systems are described as public health information systems (PHIS) in China. When PHIS has thus evolved in a haphazard and fragmented way under the pressure administrative, economic and legal, local health workers who are overburdened with multiple and time-consuming reporting requirements cannot deliver timely, accurate and complete data. Seeing that the information of disease surveillance is provided by hospitals and health service centers in China and that the development of electronic medical record (EMR) and electronic health record (EHR) occurs under the policy and investment of health since 2009 in China, there should be a connection and data sharing mechanism between EMR (EHR) and PHIS to support public health surveillance and public health decision-making. The paper aims at discussing current status and problems of PHIS in China, making a brief introduction on the blueprint of health information technology in China, exploring solution for interoperability between PHIS and EHR (EMR), and sharing some experiences and lessons from pilot project on automatic notifiable infectious disease reporting.

Changes in public trust in physicians: empirical evidence from China

摘要： Studies examining the trends in public trust in physicians have provided a considerable amount of valuable policy implications for policymakers compared with cross-sectional studies on this topic in many countries. This study investigated changes in public trust in physicians in China based on two cross-sectional national surveys conducted in 2011 and 2016 and identified the determinants of these changes. The results indicated 83.4% of respondents in 2011 reported trust or strong trust in physicians in China, which decreased to 64.2% by 2016. The results of ordinal logistic regression demonstrated that public trust in physicians in China had decreased significantly from 2011 to 2016 ( <0.001) after adjusting for other independent variables. Self-reported health status, self-rated happiness, and self-identified social class were all associated positively with public trust in physicians in China. The results also confirmed that decreasing public satisfaction with the most recent treatment experience was the major determinant of decreasing public trust in physicians in China. The findings of this study suggest that decreasing public trust in physicians deserves considerable attention from national policymakers and that improving satisfaction with treatment experiences would be the most effective strategy for enhancing public trust in physicians in China.

The Construction of a Green Transportation System of China

摘要： Since the 21st century, the transportation industry in China has achieved rapid growth with a significant increase in the transport capacity; however the development has also greatly impacted the energy saving & environmental conservation. This paper takes into account non-commercial vehicles such as private cars in the statistics of energy consumption and pollution of Chinese transportation system. This method extends on previous methods which solely include commercial vehicles in these statistics. Based on more comprehensive quantitative data, it reviews the progress in the energy saving and environmental conservation efforts by the Chinese transportation industry and points out that the rapid increase of energy consumption and pollution emission and the deterioration of traffic congestion are prominent problems in the development of the Chinese transport industry. The main reasons for theses problems include the unbalanced development of different transport modes, the irrational layout of integrated transport hubs, the inadequate law, regulations and standards, and the use of suboptimal technology. Based on these findings, this paper proposes several goals for the construction of a green transportation system in China including the establishment of a transportation management system, the improvement of transportation energy efficiency, the control of environmental pollution and the alleviating of urban traffic congestion. Additionally, it points out that in order to build a green transportation system in China, multiple aspects should be enhanced, i.e., the formulation of traffic planning, the optimization of transport structure, the development of urban public transport, improvement of integrated hubs, administration of energy saving and environmental conservation, development of intelligent transportation systems, technical innovations, etc..

遗传算法在水泥矿山卡车运输调度系统中的应用

根据露天矿山运输调度系统的复杂性与非线性特性，建立了实时运输调度系统模型；运用遗传进化算法中的选择、交叉、变异、插入、迁移算子的寻优迭代计算，成功地解决了在开采工艺、产量、质量等多因素约束条件下的实时运输调度优化问题。并将其用于韶峰水泥原料矿山的生产运输调度系统，既降低了矿山运输成本，又协调了开采工艺、质量、产量之间的关系，取得了较好的效果。同时为矿山企业信息化建设和其他物流企业提供了重要的参考价值。

A model for the evaluation of environmental impact indicators for a sustainable maritime transportation

摘要： Maritime shipping is considered the most efficient, low-cost means for transporting large quantities of freight over significant distances. However, this process also causes negative environmental and societal impacts. Therefore, environmental sustainability is a pressing issue for maritime shipping management, given the interest in addressing important issues that affect the safety, security, and air and water quality as part of the efficient movement of freight throughout the coasts and waterways and associated port facilities worldwide. In-depth studies of maritime transportation systems (MTS) can be used to identify key environmental impact indicators within the transportation system. This paper develops a tool for decision making in complex environments; this tool will quantify and rank preferred environmental impact indicators within a MTS. Such a model will help decision-makers to achieve the goals of improved environmental sustainability. The model will also provide environmental policy-makers in the shipping industry with an analytical tool that can evaluate tradeoffs within the system and identify possible alternatives to mitigate detrimental effects on the environment.

公共安全体系发展与安全保障型社会

构建以公众生命财产安全、社会安定有序和经济社会系统持续运行为核心目标的安全保障型社会是实现强国目标的必有之义。在工程科技中长期发展战略研究中，公共安全作为一个跨领域的研究课题，面向科技强国和小康社会目标，结合我国国情和发展需求，开展公共安全科技发展战略研究和路径设计。本文探讨了构建安全保障型社会的内涵，介绍了以建设全方位、立体化的公共安全体系为目标的公共安全科技中长期发展战略研究和发展路径，提出了我国公共安全科技发展的总体思路和战略构想。

我国交通运输行业物联网技术应用模式研究

分析了物联网（the internet of things,IOT）技术的优势及交通运输行业发展趋势，在此基础上，研究物联网与交通运输领域的结合之处并给出了交通运输物联网定义。针对传统的交通运输智能化发展过程中遇到的诸多问题，提出了未来交通物联网发展模式。通过对比研究证实了信息到功能的信息利用模式的优势，该模式提出基于统一前端信息采集以实现真正的互联互通，它能极大节省技术推广成本、挖掘信息潜在价值，促进可持续的信息服务市场形成和行业升级。

Sustainable urban transportation development in China: A behavioral perspective

摘要： The rapid development of economics requires highly efficient and environment-friendly urban transportation systems. Such requirement presents challenges in sustainable urban transportation. The analysis and understanding of transportation-related behaviors provide one approach to dealing with complicated transportation activities. In this study, the management of traffic systems is divided into four levels with a structural and systematic perspective. Then, several special cases from the perspective of behavior, including purchasing behaviors toward new energy vehicles, choice behaviors toward green travel, and behavioral reactions toward transportation demand management policies, are investigated. Several management suggestions are proposed for transportation authorities to improve sustainable traffic management.

我国突发公共卫生事件应急救援体系建设研究

摘要：

文章阐述了应急救援体系建设在突发公共卫生事件处置中的重要作用，从应急救援处置能力建设的角度，总结了此次抗击新冠肺炎疫情的特点，对抗击疫情的应急救援相关经验教训进行了总结与反思。本文研究内容对完善国家相关政策、制度，筑牢人民群众的生命健康防护网，保持国家安全发展的良好环境等方面具有重要意义。本文梳理了我国突发公共卫生事件应急救援体系构建的三个阶段的主要内容及特征，从机制、资源力量、整体水平三个方面分析了我国突发公共卫生事件应急救援工作存在的问题。在优化应急处置模式、科学布局与功能提升、专业人才队伍建设、应急物资保障、重视基层能力建设、多学科融合、“科研– 疾控– 临床”的协同、健全战时动员机制、加强国际合作、制定行动纲要等方面提出了针对我国突发公共卫生事件应急救援体系发展建设的战略建议。

“平疫结合”的突发公共卫生事件医疗物资储备体系建设研究

摘要：

构建“平疫结合”的突发公共卫生事件医疗物资储备体系，是提高突发公共卫生事件医疗物资保障能力、完善突发公共卫生事件应急管理体系建设的重要方面。本文总结了我国突发公共卫生事件医疗物资储备体系的发展现状，从制度建设、保障能力、协调机制3个层面剖析了我国医疗物资储备体系存在的问题；阐述了构建“平疫结合”的医疗物资储备体系的必要性与紧迫性，从基本内涵、基本框架、运行机制3个方面提出了“平疫结合”的医疗物资储备体系构建方案。研究建议，完善医疗物资储备制度，优化医疗物资储备体系，健全医疗物资储备体系运行机制，建立医疗物资储备信息共享平台，尽快形成“平疫结合”的突发公共卫生事件医疗物资储备体系。
